Lisa Nandy, the Secretary of State for Culture, Media and Sport, is expected to confirm the appointment of David Kogan as chair of the new Independent Football Regulator (IFR). Sources suggest that while a few details remain to be finalized, an agreement for Kogan to take on the role is imminent.
Kogan, a seasoned media industry professional, is widely recognized for negotiating TV rights deals across various sports. If his appointment is approved, he will likely face a confirmation hearing with a committee of MPs.
The establishment of the IFR has strong backing from Prime Minister Sir Keir Starmer and is part of the ongoing football governance bill being debated in Parliament. Kogan, who has a history with Channel 4 and strong ties to the Labour Party, including donations to candidates and leadership of the independent news site Labour List, is a notable figure in the media and football sectors.
His footballing experience includes advising major football bodies such as the Premier League, Uefa, and the English Football League on TV rights contracts. He also played a key role in securing broadcasting deals for the Women’s Super League and Championship with Sky and the BBC last year.
The IFR, which will be headquartered in Manchester, was established following the backlash over the failed attempt to create a European Super League in 2021. The football governance bill has already passed through the House of Lords and is expected to be introduced in the House of Commons soon.
